You have to type in their player ID which is a set of numbers. The name above their wolf is only their alias so if that's what you're typing in, it won't work.
You need the person you want to friend give you their player ID, then you can send them a friend request.

Once you hit the max level, now level 50 due to the update, you can no longer earn jems. The only way to get more is to use actual money to buy them.
