If you don't have Photoshop, there are free alternatives that I have listed below in no particular order.
You will have an easier time if you own a graphic tablet (plugs in to your PC), as opposed to drawing with your mouse.

SketchBook Express is good too, it works really well with the graphic tablet ^^

An app I would like to suggest is ibisPaintx. It's free and really good for drawing and editing photos (if you like to edit them "artistically"), and there is a full version of it called ibisPaint (which costs money).
